Frank Terreri

Frank Terreri represents peace officers and other public employees in administrative, disciplinary, and labor-related proceedings at Messing Adam Jasmine & Shore, LLP. Prior to joining MAJS, Terreri served as a PORAC Legal Defense Fund (LDF) attorney representing peace officers across California for other firms, and continues that representation in his current role. His work includes disciplinary investigations, Skelly hearings, and arbitration proceedings, providing experienced counsel to clients facing complex workplace and investigative issues.
Before joining the firm, he practiced as a criminal defense attorney representing clients in complex felony and misdemeanor matters across multiple Northern California counties. He also served as a Deputy District Attorney for Tuolumne County, where he prosecuted a wide range of criminal cases and worked closely with law enforcement, victims, and witnesses to ensure fair and just outcomes. His experience on both sides of the courtroom—defending and prosecuting criminal cases—reinforced his understanding of investigative and evidentiary strategy, giving him a balanced, practical perspective when advising and defending clients in matters involving administrative discipline, internal-affairs investigations, use-of-force reviews, and critical-incident responses.
Before his legal career, Terreri completed more than three decades of law-enforcement service, retiring as a Supervisory Federal Air Marshal with the Department of Homeland Security. He maintained a Top-Secret security clearance and worked undercover on flights to protect passengers and crew from criminal and terrorist threats. As Lead Training Officer for the Los Angeles, San Diego, and San Francisco field offices, he oversaw instruction in firearms, defensive tactics, and mission procedures, and collaborated with federal, state, and local agencies to enhance national transportation security. His responsibilities also extended to land-based investigations, multi-agency task forces, and major transportation-security operations, reflecting the Federal Air Marshal Service’s broad mission to safeguard the nation’s aviation system and critical infrastructure.
His prior law-enforcement experience also includes service as a U.S. Border Patrol Agent and as a New York State Correctional Officer at Sing Sing Correctional Facility, one of the country’s most recognized maximum-security institutions. Terreri is a U.S. Army veteran and former Non-Commissioned Officer / Team Leader (11H, Heavy Anti-Armor Weapons) with the 3rd Battalion, 19th Infantry Regiment, 24th Infantry Division (Mechanized).
In addition to his operational background, Terreri has held leadership roles in several major law-enforcement associations. He served as President of the Federal Law Enforcement Officers Association (FLEOA) for the Federal Air Marshal Service and later as FLEOA’s National Legislative Vice President, representing more than 28,000 officers from over 65 agencies. He also served as President of National Border Patrol Council Local 1613 in San Diego, representing Border Patrol agents throughout the sector. His advocacy included legislative engagement with Congress and a landmark First Amendment case filed by the ACLU of Southern California that successfully challenged restrictive Department of Homeland Security speech regulations, resulting in nationwide policy reform.
