David Garcia

David Garcia has been a labor attorney representing Public Safety and Public Sector Employees since 2000.
David represents peace officers, firefighters and State public sector employees in all labor matters that arise in the course of their employment. He also represents paramedics, EMTs, registered nurses and licensed vocational nurses in matters related to license revocation proceedings.
After the loss of a family member (Police Officer) in the line of duty in 2005, David has focused his efforts on the effective representation of peace officers throughout the State. The experience galvanized his efforts to ensure prompt and thorough representation of peace officers in all facets of their careers and labor needs, and he now has more than twenty-five years of experience representing clients in matters ranging from grievances to disciplinary arbitration.
David has obtained favorable outcomes for clients who were served with a Notice of Adverse Action (NOAA), Notice of Non-Punitive Termination and Notice of Dismissal. He is familiar with the rules and procedures of the State Personnel Board, Office of Administrative Hearings and CalHR and can guide clients through their proceedings. His experience includes litigating Accusations (Board o Registered Nursing) and representing Paramedics or Emergency Medical Technicians (EMSA/LEMSA) through license revocation hearings before the Office of Administrative Hearings. His experience in formulating a
strategy and litigation plan can ease the stress for clients who are dealing with the often one sided and unfair investigations that have led them to these proceedings.
