David has dedicated his career to representing peace officers, firefighters, paramedics, EMTs, registered nurses, and licensed vocational nurses in all manner of labor and employment matters. With more than twenty-five years of experience, he brings to MAJS a deep and practical command of the issues that matter most to our clients: advising associations in corporate and labor matters; handling high-stakes grievances and disciplinary arbitrations; and license revocation proceedings before the Board of Registered Nursing, EMSA/LEMSA, and the Office of Administrative Hearings; among other matters.

David is well-versed in the rules and procedures of the State Personnel Board, CalHR, and the Office of Administrative Hearings, and has consistently obtained favorable outcomes for clients facing Notices of Adverse Action, Notices of Non-Punitive Termination, and Notices of Dismissal. His ability to formulate clear strategy and a sound litigation plan has been a source of stability and confidence for clients navigating investigations and proceedings that can often feel one-sided and overwhelming.
